This program computes the T-matrix from the basic second order Born
approximation,

T = -4\pi^2 \left<\Psi_f\right| V + VGV \left|\Psi_i\right> \ .
\]
The initial and final states \( \Psi \) are taken as products of the atomic
(\(\psi\)) and projectile (\(\beta\)) function. The exchange interaction is
ignored in the present implementation, as it doesn't influence the cross
sections in the domain of validity of the method.
